Machine Learning in C?

Python is ok, but something about the import torch.nn as nn blackbox just doesn't sit right with me.

note: I have never used Python for ML, I'm sure it's great.

I would rather understand the inner workings of the tools I use.

I'm sure I'm missing a few, but these are the big ones.

In the future split this into different categories.
